The Haryana government has filed an affidavit in the Supreme Court regarding the inconvenience caused to the people due to the Delhi border jam due to the farmers’ agitation. It said that the state-level committee is constantly making efforts to convince the farmers’ organizations on this issue so that the jam can be removed from the state and national highways and the public is not inconvenienced. Also the traffic can be smooth. Farmer organizations are not meeting the state level committee. Yet the government is constantly trying to convince them.
During the last hearing on August 23, the Supreme Court had said that farmers have the right to protest, but cannot block roads indefinitely. A bench headed by Justice SK Kaul of the Supreme Court had said that you (farmers) have the right to protest, but roads cannot be blocked like this. The court had asked the central government and the states concerned to find a solution.
An affidavit was filed in the Supreme Court on behalf of the Haryana government, stating that the Supreme Court had asked the state government to find a solution to the problem in the case of highway blockade by the protesting farmers. In this regard, the state government has constituted a state level committee, which has to solve the problem by talking to the protesting farmers.
However, even after being called, the farmer organizations did not meet the committee. Nevertheless, the state level committee is trying to negotiate and convince the farmers so that the jam on the state and national highways can be removed.
Expecting cooperation from farmers
The farmers have been asked to cooperate in this matter so that the jam on the National Highway and State Highway can be removed and the common man can get convenience and the traffic can be smooth. The local administration has also made continuous efforts for this. The Supreme Court had asked the central and state governments to find a solution to the problem in this matter. The court had said that the government should solve the problem.
In the affidavit, the state of Haryana also stated that a meeting of the Chief Secretaries of the states was held with the Union Home Secretary. Apart from the Chief Secretaries of Delhi, Haryana and UP state, police officers were also present in the meeting. It was told in the meeting that all efforts should be made so that the Inter State National Highway can be opened and the border of Delhi can be free.
State government has formed committee
On September 15, the Haryana government had formed a state-level committee to talk to the farmers’ organization and try to get rid of the jam so that the general public does not face any problem. It is another matter that the farmers’ organizations did not participate in the meeting called on 19 September. Still, efforts are constantly being made to convince the farmers so that the jam ends.
During the last hearing, the Supreme Court had said that there should not be a public road block. A Noida-based woman has filed an application in the Supreme Court saying that it takes two hours instead of 20 minutes to travel from Noida to Delhi, which is like a nightmare.
In this case, during the last hearing, the Supreme Court had asked the Central Government and the states adjoining Delhi to file a reply. A bench headed by Justice SK Kaul of the Supreme Court had said during the hearing that there should not be a public street block.
The court said that we have said this thing many times before. The court said that we do not know how you (respondent governments) will solve this problem whether politically or administratively or judicially. But there should not be a road block. The hearing of the matter was adjourned in the Supreme Court on Monday.
