To promote tourism and provide safe tourism, the tourism ministry last week directed all states and union territories to implement the Tourist Police Scheme. The Ministry of Home Affairs has also agreed to discuss the Tourist Police Scheme with the police chiefs of the states. Currently, Tourist Police is available in Andhra Pradesh, Delhi, Goa, Karnataka, Kerala, Maharashtra, Himachal Pradesh, Jammu and Kashmir, Madhya Pradesh, Odisha, Punjab, Rajasthan, Sikkim and Uttar Pradesh.

The demand for employment and business in all sectors related to tourism remains high throughout the year. Tourism industry accounts for 8 to 10 percent of the country’s total employment. Tourism is also a major source of growth in the foreign exchange reserves of the country. During January-October 2018, foreign exchange reserves from tourism increased by 11.9 per cent. According to the monthly calculation of the Ministry of Tourism, there was an income of Rs 50136 crore in the form of foreign exchange in 2020. But after Corona, the number of tourists visiting the country in the year 2021 decreased by 15 lakhs compared to 2019.

India has the largest number of heritage sites in Asia after China. These are 56 in China and 40 in India. Due to its diverse culture, India may be number one in the world on the tourism table, yet it is currently at number six in Asia in terms of foreign tourist arrivals. India is in a better position than other Asian countries doing better economic development on the basis of tourism, yet it is not able to take advantage of it.
- Due to 56 heritage sites, China receives 66 million tourists a year, while Thailand with a total of 6 heritage sites has 398 million tourists.
- Japan with 25 heritage sites attracts 32 million tourists, Malaysia with 4 heritage sites has 261 million and Vietnam with 8 heritage sites attracts 18 million tourists.
- What’s more, Singapore and Dubai are attracting around 20 million tourists by making artificial things.
- On the other hand, in spite of 40 heritage sites, only 1.79 crore tourists came to this country full of cultural and historical diversity in 2019.

India is also at a very low level in terms of international tourist arrivals globally. Even India’s name is not in the top-10 list. France, Spain, USA, China, Italy, Turkey, Mexico, Thailand, Germany and UK are in the top-10 respectively. India ranks 24th worldwide in terms of foreign tourist arrivals. This shows the status of tourism in the country and the priority given to it. If we talk about the earnings from tourism, then even there India is not in the list of top-10 countries on the world stage. The countries that earn the most from tourism are America, France, Australia, Germany and Italy. India is at number 12 in the list of earnings.

However, the central government is not unaware of the potential of this sector. The government has made a provision of Rs 2400 crore for the development of tourism sector in the economic budget of the year 2022-23, which is 18.42 percent more than the budget of 2021-22. Earlier, the government has included the tourism industry in the five year plan. It was only after the Seventh Five Year Plan (1985-90) that it was decided to make it a wildlife sanctuary, historical and religious place, industry-business and health tourism, and the tourism sector got the status of industry.
Now the tourist police that the government has planned will surely give a big message to the foreign tourists that India is more beautiful and safer than they expected. If this scheme does not suffer from the colonial mindset of the Indian Police, then surely the sense of security among foreign tourists will increase.
