The cabinet has approved the report of the Ramnath Kovind committee on one country one election. This proposal was presented in the cabinet meeting of the Narendra Modi government held on Wednesday, which was unanimously approved by the cabinet. This report was submitted by the Kovind committee in March this year, just before the Lok Sabha elections. The Law Ministry is very active regarding this. This report explains what can be the benefits of one country one election and how it can be implemented. According to the report, Lok Sabha and assembly elections can be held together. Apart from this, local body elections can also be included in it later.
The committee’s report recommends that Lok Sabha and state assembly elections can be held simultaneously. Apart from this, municipal elections can be held across the country within the next 100 days. The panel has also suggested the formation of a separate group to implement these recommendations. The panel says that this will save resources. Apart from this, complex processes can also be simplified. The panel says that the most important thing to implement this formula is to prepare a common electoral roll i.e. voter list.
What are the recommendations of Kovind Committee?
This list should be used equally in Lok Sabha, Vidhan Sabha and civic body elections. In the current system, the voter list of local bodies is separate while the list for Lok Sabha and Vidhan Sabha is prepared separately. At present, Vidhan Sabha and Lok Sabha elections are conducted by the Central Election Commission. At the same time, the local body and panchayat elections are organized by the State Election Commission. The Kovind Committee says that 18 constitutional amendments will be needed for one country one election, most of these will not require the approval of the state assemblies.
For which provisions approval of half the states is required
In this way, if the bill of one country one election gets approval from Lok Sabha and Rajya Sabha, then Lok Sabha and assembly elections can be held simultaneously across the country. At the same time, for a single electoral roll and single ID card, a proposal will have to be passed by the assemblies of half the states of the country.
