What is an electoral bond?

Electoral bonds are a financial instrument through which donations are made to political parties. This provision was made for the first time by the Finance Minister in the Union Budget 2017-2018. According to the Electoral Bond Scheme- 2018, under electoral bonds a promissory note is issued in which the holder is promised to pay the amount. According to the Association for Democratic Reforms (ADR), it does not name the buyer or payer of the bond, no ownership information is recorded and the holder (i.e. political party) is considered its owner.
